  1. Define the business and operating model

Clarify ownership, entity type, services, cargo, geography and whether you expect interstate, intrastate, for-hire or private operations.

  2. Organize federal and Illinois business registrations

Sequence entity formation, EIN and Illinois tax registration. Use direct government portals and avoid fee-charging imitators.

  3. Identify the correct motor-carrier registration path

Operation type, cargo and geography determine whether USDOT, operating authority or another federal registration applies.

  4. Check Illinois authority and vehicle-registration needs

Federal authority and Illinois intrastate authority are not interchangeable. Review ICC, commercial plates and apportioned-registration paths.

  5. Prepare insurance and process-agent questions

Ask a licensed insurance professional what coverage and filings fit the proposed operation. A quote does not mean coverage is active.

  6. Build safety, maintenance and recordkeeping systems

Plan driver qualification, inspections, maintenance, hours-of-service and document retention before dispatching the first load.

  7. Evaluate equipment and cash-flow assumptions

Compare lease, rental and purchase terms independently: deposits, maintenance, insurance, mileage, termination and total cost.

  8. Run a pre-launch readiness review

Confirm that registrations, active insurance, equipment, records, people and procedures match the work you plan to perform.
